Background Noise

Background Noise is an environmental condition found in areas near sources of continuous noise, such as loud machinery, the drone of passing cars, or outdoors in heavy rain.

While in an area with background noise, you take a -4 penalty to Perception checks involving your hearing. The GM may increase or decrease this penalty depending on the degree of noise.
