Rusty Steel is a variation of Steel equipment, representing items that have corroded due to exposure to water or excessive moisture. They are significantly weaker than standard steel items.
Rusty items cannot be crafted, but you may encounter them in the environment.
A Rusty Steel item is restored to standard Steel when it is repaired to a condition of 3 or greater.

Broken rusty items cannot typically be salvaged for any usable material.
